The honourable CAG Mr.Vinod Rai should understand the potential implications of what his office presents before the international community, specifically on an international forum.
What Vinod Rai has said in Harvard's economic forum is 100% correct - he is the best person to say how, where and to what extent the UPA govt has gone wrong (and that's real big time!) that huge scams have shockingly exploded in the face of the common Indian after his audit of government's "financial exercises" starting from the 2G spectrum allocations. But it's completely improper of him to have commented about the UPA's policies IN HARVARD.
The message that goes out from the economic forum in Harvard to various international audit institutions and thus to their governments is not about UPA-2's wrong policies. It says : India is a corrupt country. It says : India's parliamentary functioning is awfully flawed. And that will automatically influence policies of various foreign countries as far as bilateral trade dealings with India is concerned, if not in other sectors.
While Mr.Vinod Rai has been doing a great job as the country's auditor and nothing from the Indian Constitution can censor his functioning, his choice of platform to analyze & qualify his country's governance and its parliamentary functioning, might turn out to be very, very detrimental to India's standing in the international community in the long run.
Yes, he HAS exceeded his brief. Way out of league.
